Past roles
Murray has worked for the New Zealand Treasury and the Ministry of Foreign Affairs, and for the Executive Board of the International Monetary Fund (IMF). He has been a consultant to public sector organisations in New Zealand and internationally since 1997, is an active member of the IMF’s Panel of Fiscal Experts and has participated in over 30 missions to IMF member countries. Murray has also consulted extensively for the World Bank on public financial management, including public investment management.
Budget transparency
Murray is an active contributor to international civil society budget transparency initiatives, such as the Open Budget Survey, and has coordinated multi-country case studies for the International Budget Partnership. He completed the first four bi-annual assessments of budget transparency in NZ against the Open Budget Index. Since 2011 he has been Lead Technical Advisor for the Global Initiative for Fiscal Transparency (GIFT), a multi-stakeholder network of governments, CSOs and international financial institutions.
Transparency International
Murray was a founding member of Transparency International New Zealand (TINZ). Between 1999 and 2013 he worked in a variety of voluntary executive and board roles including Co-Chair, co-authored the TINZ National Integrity Study of NZ 2003, and co-directed the 2013 National Integrity Study. He was made a Life Member of TINZ in 2019.
Murray has an MA (Hons) in economics from Canterbury University, a Master of Public Administration from Harvard, and completed his PhD in Public Policy at Victoria University of Wellington in 2009.
