The Graham Kelly Engineering and Computer Science Scholarships for Pasifika Students

These scholarships are for school leavers or first-time tertiary students of Pasifika ethnicity from Porirua City or surrounding areas who are enrolling or intending to enrol in an undergraduate course in the School of Engineering and Computer Science at Te Herenga Waka—Victoria University of Wellington.
History
The endowed fund supporting the scholarship was established by a charitable gift from the Porirua City Community IT Educational Trust, known as e-Learning Porirua, via the Victoria University of Wellington Foundation. An equal amount of matching funds has been contributed from the Office of the Dean, SHEADI at Te Herenga Waka—Victoria University of Wellington, as part of the University’s strategic goal of increasing the number of Pasifika student enrolments. Further funding will be contributed to the endowment over time by Te Wāhanga Ahunui Pūkaha—Faculty of Engineering. The scholarships will benefit school-leavers and first-time tertiary students of Pasifika ethnicity from Porirua City and surrounding areas who are enrolled or intending to enrol in an undergraduate qualification in Engineering and Computer Science at the University.
The scholarships are named to honour the contributions of former Porirua and Mana MP Graham Kelly, who established the Porirua City Community Educational Trust, known as e-Learning Porirua, in 2001. For almost 20 years, the Trust’s Computers in Homes programme supported low-income adults to understand and use technology to improve their employment opportunities and support their children’s ongoing education at home. During its time of operation, e-Learning Porirua graduated almost 3,000 adults from their technology education programme. Over 3,000 other adults and 12,000 children have benefitted from provision of a refurbished home PC and broadband Internet access.
The establishment of scholarships aiming to improve the opportunities of Pasifika students is in keeping with the Te Herenga Waka—Victoria University of Wellington's Strategic Plan 2020-2025, which calls us to adopt Ngā Herenga, a set of design principles that describe how we should approach developing specific responses to the future. Ngā Herenga calls us to live our values, such as kaitiakitanga, rangatiratanga and whanaungatanga; realise our goals to be place-based, bicultural and regionally connected; and work in ways that are integrated, agile and creative – with equitable outcomes for all. The plan includes a stated goal of 8.1 percent enrolment of Pasifika students by 2025. The Graham Kelly Scholarships for Pasifika Students will help in this regard, while providing talented and deserving students the opportunity to prepare for successful careers in Engineering and Computer Science.
Who is eligible?
- Applicants must be intending to enrol full time in an undergraduate qualification in Engineering and Computer Science at Te Herenga Waka—Victoria University of Wellington
- Applicants must be of Pasifika ethnicity
- Applicants must be from Porirua City or surrounding areas, including Linden and Tawa to the south and Paekākāriki and Paraparaumu to the north
Selection criteria
Preference will be given to applicants who are actively involved in extra-curricular or voluntary activities in their school, church, or wider community.

A completed online application must be submitted by 4.30 pm on the closing date. Late or incomplete applications will not be accepted. Any required supporting documentation (including references) must also be received by 4.30 pm on the closing date in order for the application to be considered.

Selection process
Recipients will be selected by a committee comprised of: The Dean of Engineering (or representative); Assistant Vice-Chancellor (Pasifika) (or representative); and two representatives from the Faculty of Engineering.
Additional information
- Where insufficient numbers of suitable applicants are identified in a given year, the available funds can, at the discretion of the decision makers, remain in the endowment and be rolled over to the next academic year.
- The scholarship will pay the recipient $5,000 for three consecutive years, with a new scholarship being awarded every other year. Students must maintain satisfactory academic progress to be eligible for the scholarship each year.
- Additional scholarships will be available as the endowment grows (subject to available funding). It is agreed that, in the future, should the endowment grow to a level where expanding the scholarship offering to include Masters, Honours, or PhD-level study becomes possible, these regulations may at the discretion of the Dean of Engineering be altered to include said offerings.
- Student must write a thank you letter to the donor within one month of receiving the scholarship.
- Stipend paid directly to the student in two instalments one in Trimester 1 and one in Trimester 2 once they are enrolled full time at Te Herenga Waka—Victoria University of Wellington.
Regulations and conditions

- All offers of the Scholarship will be conditional upon the recipient being enrolled in a full-year programme (as stipulated by Studylink as full-time), within the criteria and tenure of the scholarship. No payment of the Scholarship will be made until this condition is met.
- Where part-time study for the recipient is approved, their scholarship award may be pro-rated. This decision will be made by the decision-making panel. Before the recipient decides to reduce their workload from full-time study, this must be discussed with the Scholarships Office.
- The Scholarship cannot be deferred to a later year.
- The Scholarship may be held in conjunction with other University awards.
- Should the recipient withdraw from Victoria University of Wellington during the tenure of this scholarship or fail to achieve a satisfactory progress, partial repayment of the Scholarship will normally be expected. Recipients must advise the Scholarships Office if they intend to withdraw.
- Recipients are expected to act as Ambassadors for Victoria University of Wellington and participate in appropriate events or marketing if requested.
- At the discretion of the Deciding Authority, the application of the terms and conditions of the Scholarship may be modified in special circumstances or to avoid hardship to any candidate for the Scholarship.
