Fluency is hard to define, but easy to recognise. It has to do with the smoothness and ease of expression in another language—in writing, this means the ability to produce meaningful written content quickly. In speaking, it means speaking evenly, in full sentences with not much hesitation. Fluency is achieved through lots and lots of practise.
